I've had similar devices in the past and they send you a separate flat pieces that sticky mounts to the dashboard. Not sure if that's the case here, but I suspect it.

I have a couple products from this brand that work pretty well. I have the phone bike mount that works very well, but not a dashboard mount. Ordered one, hopefully it's good quality as well.
