Asus ZenPad Z8s Verizon exclusive...will it work without a data plan?

Verizon is currently offering the Asus ZenPad Z8s exclusively. No other vendor offers this tablet, and I really like it. However, I don't want to sign up for their $15/month data service. I just want to use it as a tablet. Their customer support has been infuriating because they are basically sales people and insist I need to sign a two-year contract with monthly service. I don't think they are being straightforward with me.

Here is what I have in mind - can I buy the tablet at full price ($249) from them with no contract, and just use the tablet with an unregistered SIM? Will the tablet block me from doing anything on it without SIM activation?

What about paying the $40 activation fee, but not sign up for a plan? Just disable mobile data.

Or can I run the tablet with no SIM in it whatsoever?

It should work on wifi mode without cellular connectivity unless Verizon has totally blocked it which I doubt. I don't know what the activation process will be like without a sim but I suspect it will be fine. The big question is will Verizon sell it to you without adding it to a plan of some-type. You would basically use it in airplane mode and then turn on wifi and bluetooth.

Yeah, Verizon store employees are very unwilling to sell me just the box without activating it. But units appear on eBay for reasonable prices (~$100 for the previous gen Z8).

Any second opinions on this? Especially with regards to the initial activation (I've never had an Android device, but I remember I couldn't even boot my old iPhone without a SIM in it for initial setup).

I bought one of these and love it. I did not activate it (bought thru Best Buy- the Verizon store refused to sell it to me unless I activated it). I popped in a ProjectFi data only sim (from Google, free if you are on Project Fi) and it works like a charm.
