Who to use? cellular minutes/text [optional data] with no contract?

Looking for a very inexpensive means getting new cell phone number for use primarily for calls/texts but containing a fair data limit (or unlimited) would be nice. Is it inexpensively possible to pick your own number pending what you want is available?

Open to almost any carrier, just not Verizon.

Android phones only, no apple phones.

Have access to a prior Verizon service galaxy s3 for next to nothing. Will that phone work with those non contract plans?

Been using Tracfone for the last 3 or 4yrs. Have zero complaints, but be forewarned that the customer service is poor if not terrible. At least according to all the reviews.

They have bring your own phone program. I buy a new phone every year or two. It's usually the cheapest way to get an additional year of service.
Last phone I bought was thru HSN, it was on sale for $50 which is half the cost of a year of service.
