Is this an induction cook-top? It shows a warning label that says hot surface, however my understanding is that with induction the surface is not suppose to get hot, only the cookware.

I would assume so. The hot surface warning could be from the pan converting the magnetic waves to heat and that pan conductively passing heat back to the cooktop.
