If you would actually read what happened, they had to discontinue the Link (a several year old model) due to a security vulnerability in the platform. Anyone who has one was given a free upgrade to the Hub line as a result.

This deal is only from Walmart.com [walmart.com]. I couldn't find it on Google Express' site either. As per Google Express' page, you'll still qualify for the $25 Google Express credit by buying the Google Home Mini through Walmart.com

They are discontinuing support for harmony remotes when the next generation comes out.

You're welcome.

That article says the Harmony Link will no longer be supported because they are throwing support behind their proprietary Harmony Hub. This deal is for the Hub. Am I not understanding this fully?

It's only the old harmony Link that isn't going to be supported. And they already announced they will be replacing those devices for free now.

The Link was discontinued as well as support because it was ancient in tech terms and never took off. Logitech got lots of flack for this and is offering all link owners a free harmony hub. The harmony hub is not being discontinued and is quite popular.
