If you keep your expectations low for this, it might just be a good little web surfer. Toss in a MicoSD card for additional storage.

Back when these were $69 at Walmart, it was a good deal. However, the two gigabytes of RAM and the emmc really slow things down. It is a great backup device, but is pretty slow. Plus, if you take the free upgrade to Windows 10 there is a strange rotation bug that prohibits the screen from running in landscape unless you override it every time you reboot. Plus the keyboard dock (while nice) is really flaky. Using it on your lap will cause disconnects.

Is the one the OP posted the same as the one you are describing? I got one of those for like $69 a few years ago and it is buggy, but it works alright for occasional use. This looks like a newer version.

My fault. It is a newer model.

The atom coupled with 2gb of RAM is still a poor choice. Also, the resolution is bad for Windows 10. The 800 is the issue. Windows doesn't scale right and system windows constantly load larger than the screen.

What do you suggest for an 8 year old that loves computers, needs Windows over Chrome, and has a limit of $100?

I would go Dell refurbished. I don't have a specific model in mind. You need to catch a sale, but you can get some good durable tech from them. Mostly off-lease items. The problem I have with these types of units is the operating system overhead is using most of them will let resources. Opening a browser pegs the CPU at 100% until the page loads.
