I have a switch with Off-Low-High physical positions that controls a whole-house fan. can this switch be used to make that fan zwave controllable?

You need a neutral wire, if your current fan switch has that then yes this zwave fan switch will work. If not just return it.

I saw one ln lowes and read the specs. I believe it only works as a on/off switch only for fans.

I got it to work but I had to remove the transmitter for the remote that is in the fan box and rewire.

Keep in mind, this should not be used on DC motor fans as it lowers power outputs.

then a zwave in off switch is better, ideally your fan remembers it's last setting.
