This was a Black Friday/cyber Monday deal. It's over. Costco still sells $150 in gift cards for $109. If you buy 3 of them then you can use a $25 off $250 coupon. This makes the price $304 for $450 in gift cards which is roughly a 33% discount. Still a pretty sweet deal. This means that if you do the 3 meals a week for two people you are only paying about $6.82 per person per meal.

Can i buy a costco gift card then use it as my first purchase and qualify for the $30.00 off or 3 meals free for new customers?

Yes you can. These are cash equivalent gift cards, not promotional cards. You can stack these gift cards, including multiples, and additional promotions without issue. I've done it myself.
