GTX 1080 Ti will eat over half your budget at $750 [bhphotovideo.com], but if you're going to go big at least build something that can handle 4K content.

MSI X370 Gaming Pro Cabron - $100 AR [newegg.com]
AMD Ricin 1700 - $270 [newegg.com]
16GB DDR4 3200 - $190 [newegg.com] (F'N OUCH)
Seasonic 750W Power Supply - $65 AR [newegg.com]
Noctua NH-U12S SE-AM4 Cooler - $60 [amazon.com]

I came in $35 over budget, and not including a case or SSD. This is because both DDR4 RAM and GPU prices are absolutely retarded right now due to totally not fake "shortages" and crypto speculation, respectively. You could shave off some coin as follows:

16GB DDR4 3000 - $140 [newegg.com]
GTX 1080Ti Mini - $715 [newegg.com]

You may lose a bit of GPU horsepower / OC headroom accordingly with the smaller card, you'd have to make that call yourself. Still, this would leave money for a case, and I'd personally recommend the Cougar MX330-X [newegg.com]. At $47 it's pricier than its non-X counterpart with more front USB ports and a "sexi" smoke-coloured acrylic side panel, but there's a reason for that. I'm not sure what mental illness has come over the PC marketplace but you definitely want side panel air intake; thus, the collective decision by manufacturers to switch them all to solid acrylic or tempered glass in the name of 1337 LED "goodness" is irritating.

We're right at $1400 and you need a system drive.

250GB Samsung 960 EVO - $128 [newegg.com]

We're $125 over budget for a premium-grade top of the line 8 core/16 thread GTX 1080 Ti fueled gaming system with NVME storage and solid OC potential with very few compromises.

I hope this gives you a starting point to figure out what you want...

can pick up a hyper cool 212 for 1/2 the price of that Noctua. max TDP on the 212 is like 180watts. i picked one up to replace my stock intel one that was whining. just have to be careful installing it, the fins will slice skin. i picked up an extra one on cyber Monday, price dipped to 15.

The first question is how much do you care about 4k gaming. If you want good solid graphics but don't care about the best you could easily shave a few hundred dollars off the video card and go for an older model.

Most recent reason why everyone should be armed at all times:
Santa Fe, TX school shooting. 10 killed 10 wounded.
This was a gun free zone. The shooter didn't care. Gun free zones only hurt honest citizens. If someone was armed there could've been 1 less death.

Jeez I could build a supercomputer with $1400. You can build a pretty bad ass Ryzen 1700 system with a GTX 1070 and 16gb ram for under a grand (no monitor) but you have to hunt for deals, and don't be afraid of open box stuff.

Great 4K is tough on that budget, acceptable 4K with a GTX 1080 (not TI) might be doable, the 1080's can be found for $500ish.

Honestly it depends on your goals resolution wise and how much you want to spend on a monitor. 1440p is really the sweet spot for mid-level PC gaming right now. That means $200-300 on a monitor and $400ish on a GTX 1070 plus the rest of the rig.
