Has TN technology improved at all in the last 10 years? I had a BenQ TN monitor back in 2007 and it was a good and inexpensive way to get into a 1080p monitor back then

Once I bought an IPS monitor a few years later, I could never go back to it, mostly because of the viewing angle and the off-color shift from that. I could deal with a slightly ghosting from fast DVD picture motion fade out but the TN off-angle was too much

How does this compared to the recent refurbish deal monitors from benq? I placed any order for two RL models monitors and might cancel to get these.

This acer monitor is 75hz, has Freesync feature and brand new. Slightly smaller than Benq RL(23.6 vs 24) and has 2 hdmi and VGA ports(RL has DVI and 2 hdmi). I personally think this is better since it has 75hz and slightly cheaper.

Yes and no. You can't take advantage of the freesync but the 1ms response does help.
