Does this have to be used with a computer or can I plug kids xbox directly into this so we can get our tv back?

It technically can be used that way, but it doesn't look like it has any speakers so you'll need to be using an external audio output, like a receiver or something.

Also for everyone else; 60hz, no VESA mounts.

Maybe holes are becoming difficult to source?

Seriously, it's probably a "style" decision. And maybe the thinner monitors are dangerously weak.
