$199 TiVo deal the other day the better buy. Seems Tablo has $50/yr to get an onscreen guide.

Tablo's subscription is not necessary. You can get 24 hour guide free and DVR capability is included for free. The subscription is needed only if you need guide for more than 24 hours. I believe this makes it better than TiVo and HDHomerun.

Would be nicer if this supported real-time transcoding with HEVC (ATSC 3.0) for watching your local channel while on the road. Many places still don't have great internet.

That may be your setup, but I get a lot of TV over HD antenna. Using a DVR to record the antenna feed gives me plenty of TV to watch where i can fast forward through commercials (unlike many official on-demand streams that i have tried).

News, record to watch later or time-shift a program, maybe they don't subscribe to other services. Many reasons.

Can this be used for someone who does NOT have high speed internet? They do have cell phone tethering to download the guide but is this a viable solution for someone with virtually no internet access?

They plan on watching ALL video content on an HDTV, no cell phone or tablet streaming.

To fast forward commercials and record local shows that don't have an online presence. To be able to watch a show the same day it airs. etc.....

Yes you can. Some kind of Internet is needed for updates/support, but high-speed Internet is not needed.
