It did not work for me. What is worse, I had to agree to let Paypal know all of my personal information. buying habits, and who knows what else before they told me I was not eligible.

Now I have to search for where you go to opt out of that part.

lol wut? what site did you just visit? If you already had a paypal account, all the site the op gave access to was the email from your account. You could have clicked the "i" on the form and it told you that.

If you just signed up for paypal, well I guess that's a whole nother story...
