I think he meant for more advanced players who know what they're doing. Different racquets off different advantages, like tennis I'd imagine. I'm not speaking from experience as I'm just okay, I'm just speculating.

Price back up to $30.

You're probably better off with the Abco Table Tennis set at $24. Rubber surface alone is 1.5 mm compared to the 1.0 mm on the Stiga set. This depth can make quite a difference in control and your ability to impart spin on the ball.
