For taking off wheels you'd use a breaker bar. For tighten up your wheels to spec you would use a torque wrench.
You can probably do a google search for what is considered the best available.

Personally I have a craftsmen torque wrench and a couple of Harbor Freight breaker bars. Harbor Freight torque wrenches have had a lot of good reviews (ie check Garage Journal site) And if you look around they are always having sales or 25%off coupons. Good Luck

I agree with red55 harbor freight all day haha but never pay full price they always have 20% off and freebie coupons. Right now until the 25th is a 25% off coupon so best time to buy. Also don't use torque wrenches for breaking things loose, that's what breaker bars are bor. you'll mess up your torque wrenches that way
