Is this just the Morrowind expansion to ESO or is it both(unless I'm blind the description says nothing either way)? I've been debating the game but my backlog is rather full, but if it's both for $15 then I'll just have to pull the trigger.

Seeing how retail is $60 I'd think it's the full deal. I already have the base but this gets me morrowind either way and at a good price.

So since I already have eso, I can add this to my account even though it's the full game and just get the morrowind expac?

I would think so. Someone stated above it's just the expansion but you should be covered either way.
