If you're looking for QC 3.0 I highly recommend this one for the price and features - https://slickdeals.net/f/11014343-qualcomm-quick-charge-3-0-bidirectional-enegon-10000mah-portable-battery-power-bank-qc3-0-input-and-qc3-0-output-with-type-c-input-17-09-free-shipping-w-prime-or-fsss

It's not $9 but a great deal for a QC battery and it checks all the boxes you could wish for at any price.

I know you're trying to get yourself some cred there but at least make sure it's another apple your comparing ops post to. You have linked to an orange.

For those concerned about "no type c output", you may want to rethink type-c.

I think it's fine for phones, but IMO it absolutely sucks on computers. The connection is small (intentionally) but because of that, it doesn't last.

I've used a type-c charger (connected to an 18 month old Dell 7368) most of the time for the past year (lets call it 250-300 plug cycles), I also periodically hook up other peripherals (drives, hubs, ethernet, etc.) to the port (approximately 300 more cycles) and the port is now wearing out.

USB-C is a massive design failure and mistake IMO. It isn't designed for even moderate durability on computers, let along high/long durability for frequent disconnect cycles. It's going to be a bigger problem in the years to come as it proliferates and people experience failures on all devices. There's no way this port will last another 18 months without failing. Connections are loose, sloppy, and depending on the device, some of the usb-c connectors have been that way since new (probably that device's issue).

I'm returning a recent purchase of a PD charger; I'm not going to make the problem worse than it is now, and what's disappointing is the failed promise of a directionless adapter.

Note: this is not limited to Dell. Apple, Google, One Plus, et. al. users are all reporting it.
