Deal or not, 400w isn't going to accomplish much. There isn't much reason to buy a questionable quality off-brand space heater. Do yourself a favor and get one that's a usual 1000 to 1500 watts from a reputable brand with good reviews and safety features. The peace of mind that your house isn't going to burst into flames overnight is well worth the $30 or $40 extra you might have to pay. Most 1500 watt heaters, including convection ones, will have low/eco modes if you really want to run them at low power.

From personal experience, I disagree. Given the right room size, installation position, and proper airflow (the path between the unit and the opposite wall is ideally unobstructed), we've found the same basic 400W wall-mounted convection panel to be a good fit for small bedrooms in our cold MN climate. Couple it with a timer thermostat (like
http://a.co/gEV9zVz ), and you'll get even more savings while staying warm. As for the safety of this particular manufacturer/model, I can't speak to it.
