It appears not. For this price, it will be impossible to find certified as far as I know. Apple charges fees for each model certified and each cable sold. Most people say they work and if you have Prime - returns are easy. Just try all 5 cables when you get them.

According to replies from March, 2015, these cables seem ok; however, the latest review from September warns about the non-charged error.

They don't say ceritifed but I have about 4-5 wires at home and all of them have working flawlessly for about 8-9 months now. Never once had a problem. I have had other wires that been ceritifed that stopped working sooner, but these are going good.

For the value it's an awesome deal, and plus if you have prime you can always return them if you aren't satisfied.

I would never use non certified lightning cables. This isn't a plain old USB cable. Read reports of fires with non apple cables

I guess people just need a bunch of these to stop working before realizing the couple of dollars savings aren't really worth it over a proper MFI cable.

BS which makes them a lot of money and insures consistent connector quality for power delivery, an okay compromise for a $500+ device imo. The average person should not need to worry about a crappy quality cable destroying their device (see non compliant USB-C examples).
