any idea why changing from 4 hot swap bays to 8 make the price jump $188.20 instead of $31.47 as listed?

Changing to 8 bay configuration adds a hardware RAID controller as well.

If you don't need new & configurable, I 'd suggest looking for refurb deals from Dell. Sometimes with coupon codes the deals are amazing. About 2 yrs ago got a Dell Xeon-based server, 6-core 12-thread, SAS drive, 12GB which I upgraded to 24GB for $50 aftermarket. Nvidia Gfx card. The thing is a beast and it was $350. Also refurbs usually come with OS license. Mine was Win 7 pro which was eligible to Win10 Pro free upgrade at the time(don't think Microsoft free upgrade is valid anymore)

The new Dell servers don't usually come with OS so factor that in if you plan to run Windows (legally). If you are using for Linux then not an issue.

So the big difference between this and the T30 that comes on sale often is the hotswap bays?

hotswap bays, hardware raid, 2-socket mobo, capability of having redundant power supplies...there's more right on the page in the source post.
