Windows 10 4K Display Problem

I'm wondering if anyone else is having this problem. It would also be good to hear from anyone with a similar setup but not experiencing the same issue.

I am using a 4K TV as a monitor and in Windows 10 I have set the resolution to the recommended 3840 x 2160. As this results in very small text I have set the Windows scaling to 125%. Everything looks great and worked great... until the Windows 10 Fall Creators Update. Since then, windows will not maximize to fill the screen, and there are problems when moving windows to the right side of the screen.

Some extra points:
  • I'm using the built-in Intel 4600 HD graphics capability of an i7 4970K CPU. I have updated the driver to the latest to no avail.
  • If I set the Windows scaling to 100% the problem goes away.

What are you using for a cable between the PC and monitor?

I'm using a Certified Premium High Speed HDMI Cable [monoprice.com]. I guess I should be more clear in that the Windows desktop fills the full screen, but individual application windows will not maximize to fill the desktop, or even be dragged to the extreme right-hand side of the desktop. To me this seems either a display driver issue, or a core Windows issue - I'm trying to figure out which.

That's an interesting thread but does not apply to me. In my case the apps don't have a DPI scaling issue, just a Window sizing issue. The more I think about it the more I'm convinced it's a Windows bug.
