Unlocked i3's seem like a very niche market segment to me and I personally don't know anyone who would fit into the target audience for these chips: You're on a bit of a budget for your build, but you want to buy a CPU cooler in addition to a CPU rather than get a bit of a lower clock rate and more cores with an included CPU cooler for the same price.

Or you already have decent cooler but older CPU and chipset and want new features but don't need more than unlocked quad core, it's like a cheaper 7700k.

I think you'd be better off spending a little bit more and getting the 6 core i5 8600k. If your already going shelling out a good deal for z motherboard you might as well, It would be more future proof.

You do realize that Intel changed the game (thanks to AMD) with the 8th gen modeling scheme right?

8th gen i3 = 4C/4T, putting this on par with 2nd-7th gen i5's.
8th gen i5/i7 are now 6C/6T and 6C/12T, respectively

I do agree regarding target audience -- at this price you should know what you're getting. I do miss the pentium G3258 (4th gen, 2C/2T, unlocked), but it was only $50 and you could use it as an intro to the o/cing world.

It's too bad I have to pay tax with NewEgg. Otherwise I'd get a lot more stuff from them.

Is this one of the intel CPUs that has that problem where if you try to patch it, it loses its speed?

Shouldn't be a problem to consumer workloads. Also, this is basically the 7700k except 100+ bux cheaper, so it is really good deal.

Currently, Intel claims there will be a less than 6% slow down on their chips. If this claim is true, these chips should still work well for gaming, and will still be competitive with their AMD rivals.

Is this chip required expensive DDR4 RAMs and a new motherboard too?
