if it weren't for the pigs known as cryptominers this dell would be equipped with at least a 1060 6gb or rx580 8gb.

It is. If you are looking for a powerful yet small form factor Desktop for productivity and light gaming and not a fancy overclockable gaming rig then it suits all your needs. The Combination of Processor, huge Ram capacity, SSD Storage and a decent dedicated card ticks all the needs.

What exactly would a card like this offer relative to some of the popular games out there?

This card can play almost all the games at 1080P with medium settings and for some EA Sports games, it can offer pretty decent performance.

Entry level performance, with the option to upgrade to something a bit more powerful in the future. Provided it (a new gpu) doesn't require too much additional power from the psu.

Thanks the the bundled i7, you'll have no problems playing current gen titles at medium-high settings at 1080p.

Trying to stay in the ~500 budget for a desktop. Studying programming and my old lenovo laptop is not cutting it.

Any suggestions would be greatly appreciated.

I have a refurbished HP desktop with an i7 I got from newegg and I really like it. If your budget is around $500, I'd pick up something with at least 8GB of RAM and an SSD.

Here is a link sorted by lowest cost currently on Newegg.

Hope this helps Peace

Even if you spent an extra 400 on a gpu youd still get a good deal. This is actually pretty good.
