I think you can get around that by doing subscribe and save, as a non prime member

No more, Amazon has changed it.

https://www.reddit.com/r/amazon/c...ribe_save/
  • If you do not have Prime, the $25 minimum for free shipping now applies. This is per order submission of Subscribe & Save items, not per monthly shipment. That is, if I already have $25+ in this month's S&S, submitting another order for a $3 item to be in the same box would require paying shipping.
  • The higher-tier discount for ordering 5 or more items in a single S&S shipment is only effective starting with the second shipment (e.g. "Save 5% now and up to 15% on auto-deliveries starting Mar 1. Skip or cancel anytime.")

I have prime, but for me it shows 'Skip immediate delivery and just add subscription' just above Add to Card button. It seems if you don't click that link, they are now setting up an order for delivery now (hence shipping costs if under $25 and not a prime member) and creating a future subscribe and save.
