Yes, one ratchet. Very clearly shown in the description. When they do that, they include a 3/8 to 1/4 adapter to work with all the 1/4" sockets. One higher quality 3/8 socket is probably better for most people than 2 ultra-cheap ones.

This set looks pretty nice. All 6-pt sockets so you don't get useless duplication like Craftsman often does by providing a zillion each of tiny 6 and 12-pt sockets.

3/8" socket goes up to 21mm which is bigger than most sets go.

My favorite socket storage is the Lisle magnetic trays, like this one:

They come in sizes that roughly fit 1/4" socket, then 3/8", and 1/2". Of course it is the outer diameter of the socket that matters since they just sit in the tray. Sears often has the photos wrong for the 1/4 vs. 3/8 vs. 1/2, so compare the model number vs. other more accurate sites.

They have magnets that hold the sockets in the tray, and a magnet strip on the back (not for the 1/2" though) that hold the whole tray stuck to the side of your toolbox or car.

They also come in different colors in case you want to distinguish SAE vs. Metric.
