Cheap $200-$250 used or refurb computer?

I am looking at upgrading my old i3-530 system. It is still working, but between slowish CPU and 8GB memory, it is showing its age.

I don't want anything too high end, and the games I play are fairly OK with my current ATI 6670. Budget is $250 or so and I am just wondering what is the sweet spot. I am OK with used or refurbished. Haven't done much research in 7-8 years, so fairly newbie

I am looking at 16GB 4th generation I5 or 3rd I7 on Newegg or Ebay for about $200. I would add 120GB SSD for about $40 and move my current HD and possibly video to new system. I am not a fan of small factor systems, because I think I won't be able to either use my current card or get anything newer for those type of small cases.

Also, I want Windows 7, do not really care much which version. Google brings sites selling keys for $4-$5. Are those legit keys that would let me install it, or are they too good to be true?

Sorry for newbie questions, and if someone has a link or better idea, I would appreciate some education.
