Didn't Linus tech tips do a video on some similar cooler, and it turned out to be even WORSE than stock coolers?

I wouldn't be surprised. I used to do enterprise hardware validation for Intel and they had custom boards with several (maybe 49?) CPUs all running different coolers. There are probably better coolers, but at a cost Intel doesn't want added to their boxed CPUs. If there were better and cost effective designs Intel would buy or license them.
