In order to check the amount of current drawn at the output, you need to use the voltage at the output and not at the wall. USB voltage is 5V DC, so in this case the max amps is 40W/5V = 8A.

Looking at the pics, the top two ports are labeled "Smart," the next two "Apple Device," and the bottom two get "Smartphone." My guess is decreasing power output as you go down. Top two might be unlicensed QC-compatible (not likely, but you never know), next two 2A, and bottom two 1A max depending upon what being drawn in the upper ports.
