Pretty sure you keep it forever it's only available to claim for 48 hours. This game is too old for a free trial promotion.

On the webpage, there's a "Install Steam" button, no "Install Game" button. Is there no way to add it to my library without installing Steam for now?

Can't really help without knowing what you did. Unfortunately, I already got the game when it was free from Humble Bundle, so not sure what this one looks like.

Edit: Ok, just loaded the link and if you scroll down to the buying options, right above it is the Install Game button.

I do not believe so. But Steam is just a launch platform. Might as well download?

I have steam installed on pretty much everything (windows) thats not work related. When a deal comes up i launch the easiest to get to steam and click the install now button. You can back out of the confirmation (install) prompts and the game will show up in your library immediately.

I just clicked "install game" (green button) and it added it to the library and sent me to another page that had another link to "install game" as well, but you didn't have to actually install it.

"Install steam" seems to be at the top of the page, but "install game" is a little bit lower next to "Play The Red Solstice

On my phone I hit install and it added. I imagine it will do the same then cancel install

I suppose from their point of view, who wants to add a game to their library for only 48 hours and not install it at the moment
