Usually, most SH countries have enough sense to not victimize the tourist, but you should avoid Cuba for now.

I wouldn't go to Cuba. An authoritarian country that engages in repressive tactics such as arbitrary detentions and beatings is not a good travel destination IMO. Freedom of expression is completely locked down. Criticism of the president can and has resulted in a three year prison sentence.

Honestly I'd worry more about the specific type of clientele that is attracted to shorter, lower priced cruises than I would be about Cuba's repressive nature. Unless, of course, you plan on criticizing the government during your trip, in which yeah, I wouldn't go.
