Guys I thought this was ridiculous but I have hit the 32 device limit with smartthings, so if you're going to connect 8 bulbs make sure you watch your device limit or add repeaters to support the additional devices. FYI these bulbs are NOT repeaters, I repeat they are not repeaters(yes pun intended)

Do these stay at the brightness set when powered off and back on again? or do they come on at full brightness?

They stay at the brightness you set. It clears after you've turned them on/off ten times though.

This isn't something I've considered.

Do hue bulbs not count on this limit? I just checked and I have 39 devices listed in the app, but 20ish of them are hue bulbs. .

You can check but, afaik, only the sengleds are not repeaters, most other zigbee bulbs are repeaters, so you should be okay
