Like the guy above me said, it's for marking straight lines. Let's say you need to mark a straight line that runs across a long distance, like across the family room floor (e.g., marking the center point and parallel starting line for installing flooring), it's much faster and less error prone to just snap a chalk line, than trying to trace the line by hand. Red chalk is more "permanent" than blue chalk. Hairspray can help keep your chalk line from accidentally getting erased or disturbed.

One of the more common uses would be to mark a stud for installing drywall or something. Snap the line straight down and you'll know exactly where to put the screws.
