Probably not. Very old HDMI cables may not be specified to be "High Speed" and might not work at 4k@60Hz. But anything you buy now or even within the last several years will probably be "High Speed."

Worth noting that the longer the cable gets, the more concern you should have for its quality (if you are running 4k@60Hz.) For a 6 foot cable, even the cheapest ones will probably handle 4k@60Hz fine . For a 25 foot cable, I might look at reviews for a decent quality one.
