You can get a 200$ clone of this by MSI that offers 1ms response time. Just look for 144hz 1080p MSI monitors in the slickdeals search bar. It was posted today if I remember correctly.

You can check them out at best buy sometimes. I personally cant tell any difference between anything in sub 10ms. But my friend swears his Counter strike performance by 1ms monitors

The MSI panels do not have 1ms. They use the same panels as Samsung's 1ms VA but Samsung acheives the 1ms spec through software.
