Completely different products. LIghtroom is geared towards processingand managing a LOT of photos. For example I had an even earlier this month I shot about 1,200 photos I had to process. It lets me go through them quickly, applying the same edits to groups of photos, rating them, tagging them with keywords, etc., then export them directly to my website.

With Photoshop you generally deal with one photo at a time, and the tools go far beyond what are available in Lightroom for content editing and creation.

So if you're wanting to do basic edits (levels, lens correction, color correction, rotation, sharpening, noise, etc) to a lot of photos LIghtroom is the product for you. If you want to do extensive edits (composition, cloning, drawing, advanced selections, advanced filters, layers, etc etc etc) the Photoshop is the right tool. In many cases you'll want both, and the tools make it easy to say send an image to Photoshop from Lightroom for editing then return to Lightroom afterwards.

BEFORE purchasing this, understand what you are buying:

1) this is NOT a subscription product. You pay once, and own it forever;
2) HOWEVER, this is NOT "Photoshop." This is Photoshop ELEMENTS, a substantially dumbed-down version of Photoshop.

If you want something like a low-cost (free, actually) Photoshop, look into downloading GIMP. Many professionals have made the switch to GIMP due to Adobe's subscription-only greed.

"Substantially dumbed down" is relative. I don't think most users considering Photoshop Elements will miss many if any of the features removed. And given the higher number of wizards, walkthroughs, and tutorials it might actually be a better choice for more amateur users.

I need to create a gif for my class and I really dont want to get a subscription for something so small or a project.

I got this today because I used to use Google Picasa and cannot download it on my new computer. They have stopped it. Any tutorials out there to help for a beginner.

New to Photo Shop. So, please pardon the ignorance.

If I buy this version, do end up paying monthly fee? Do I have to buy/pay again in year's time?

Basically what I am trying to get to is....if I buy this version for $59.99, do I own it permanently?

Also, being new to editing (just going to use it for personal use), is it better to go with LightRoom or will this also work?

Depends what you need to do. If you are managing a large catalog and just want to make color or light adjustments, some minor retouching and remove red eye, get Lightroom.
