raspberry pi question

I am going to be working with a group of people where each person has a micro sd card. The goal is to create a homemade google home device. I only have access to a couple of raspberry pis. Is there a way to do the programming for it on a windows pc, or does each person need a pi in order to program? Thanks.

Generically, if you're using python (or shell) you can use any platform and transfer the scripts but you'd be better off in a linux environment so you don't have to go back and modify path names

The only time you'd need to be in the pi is if you're compiling software (and for some reason cross-compiling doesn't work)
