Your question lacks depth and let me point out why. In Texas you are about 2 months late, up north you are about 2 months early. When it comes to gardens and landscaping, for future reference, location is the most critical component of any question being asked.

Per the site instructions: Apply in early spring when lawn is dry to prevent germination of crabgrass and other common lawn weeds before they start to spread. Can also apply in the fall (Aug-Oct) to prevent germination of Poa Annua, Chickweed and other common lawn weeds.

If I added haltgrass with fertilizer (blue bag) end of March, can I put this now or I should wait for another time? In which case when should I apply this bag?

a good rule of thumb is to apply crabgrass preventer when forsythia blooms. an even better idea is to spray Tenacity instead of this.
