TN on lower end models have worse color accuracy than IPS as well as poorer viewing angles. You generally can only use them from one exact eye position for the best performance. They also offer higher frame rates and lower latency, dollar for dollar with IPS

IPS, dollar for dollar have better color reproduction and viewing angles so it's easier to maintain a superior look to the image. They can match or even exceed the frame rates and match the latency of a TN panel (1ms), but will cost more. Around 50-100% more for the same specs/size as a comparable TN.

For consoles, like an Xbox or PS4. You want a nice 1080p IPS which can be had on sale for around this price if you can wait for it to pop up. You wont benefit from a TN and TNs wont be much cheaper than an IPS at the price and feature point one needs for consoles (60fps max, 1080p).
