Sort of. They are now made by http://www.hmdglobal.com. [hmdglobal.com] They have the rights to the Nokia name.

I'm pretty happy with my Nokia 8, I just the 6.1 for my mom to replace her Xperia. My only gripes are the backs of the polished ones are fingerprint magnets, and the power save that Nokia uses is a little to aggressive and will shut down streaming apps after 30 minutes occasionally.

Also HMD is a Finnish company like Nokia was/is, so they have a similar culture and design philosophy.

For what it's worth, you can also purchase it from Best Buy and combine it with their various SIM card deals for an additional $50 off. The total came out to slightly more after taxes (compared to no-tax price from B&H). The SIM and refill card can be flipped to add another slight discount to the total.

There was a deal about 3-4 weeks ago, I think, for the 2017 version of this phone. There were comments about holding off because a new version was coming out in May. Is this it?

Highly overpriced for the specs. And 3gb ram in 2018 is no deal.
This is targeted as a mid-range phone, with a commensurate price at $280. Closest competitors in the segment would be the Moto G5/G6/X4 lines.
The biggest appeal is that this phone is in the Android One program, guaranteeing no manufacturer bloatware, and OS updates from Google for 2 years.

3GB with stock Android is pretty comparable to 4GB with a poorly maintained UI anyways.
Thankfully, you aren't forced to buy this phone.

Why get this, when you can get the Huawei Mate SE with better overall specs and $40 cheaper?

The essential phone was available for less than $300. That phone is actually double the specs. And android one doesn't mean you get monthly updates, actually essential phone and one plus are the only phones which are getting updates like the pixel. But coming back to the topic there are very capable phones with stock android or near and way better hardware for $300 so this is not a great deal. Do you think this is perform better than a s8 which you can get from cricket for $350? And actually i have a note 8 and i will tell you i prefer the samsung ui, you can run multiple versions of the same app like whatsapp, viber etc in touchwiz, Bluetooth device management is great, Bluetooth pairing is an issue with stock android, the speaker volume in stock Android sucks, not having a dedicated gallery app and having to use photos is also not that great. And last but not the least this phone is selling at its pull retail price which is no deal.

Android One is worth way more than all that. Also, stock Android runs fast since it doesn't have the bloat that Huawei shoves into their phones.
