This seems like a good deal for the package - anyone with camera experience able to weigh in on it?

After rebate and selling the printer, mic, recorder, zoom, it'll be around $200 for the camera and kit lens.
The refurb model is already selling around $249 so too much hassle.

Would this be a good start for someone interested in the hobby?

This would be a great start imo. When you're first getting into photography there is no need for extravagant equipment. This will get your feet wet and allow you to decide whether you enjoy it enough to invest in better glass and or a better camera body.

edit: to add to this, there is never any harm in having back up equipment so you can either choose to hold on to this when upgrading or sell to put the money toward something else.

After selling everything, you should get the camera and kit lend for about $175. Good deal. I would wait for the t6i or t7i, but good deal. Sell, 2nd lens, ink, head, recorder/mic, paper.

Probably around $135, didn't account for handheld audio recorder.
