Locked, and you probably can't legitimately unlock it until 1 year of service IIRC.

But there are tons of unlocking services online for $20.

After that flash the U1 Unlocked firmware and GSM would work.

Tons of info on this subject in the previous AT&T thread:

You need to get it Unlocked if you plan on using any SIM card than Boost Mobile.

Locking is a hardware thing, not software. You need to Unlock.

The software needs to be changed because it contains the modem, which dictates the LTE bands the phone will search for, which is different for various carriers. The unlocked model firmware enables them all. Flashing the Unlocked firmware doesn't unlock the phone.

"Unlocked firmware" is a term for the software in the Samsung.com Unlocked model. It doesn't actually unlock the phone.

Not sure if this thing changed with Samsung S9...
I had done this successfully on Samsung S7 edge which I had bought from ATT and successfully loaded "unlocked firmware" without getting paid services for getting the phone unlocked

If you still used it on AT&T or an AT&T-based MVNO (Cricket, etc), then you don't need to Unlock. Or perhaps AT&T detected you paid the phone off and unlocked it automatically. The S7 was the 1st gen phones that supported the new unlocking rules.

However this phone is Boost Mobile which is Sprint. It will be locked to Sprint.

The S9 does not have universal firmware yet, unlike the S8/Note8. You need to flash the unlocked firmware to enable all of the hardware supported LTE bands (disabled by carrier modems/configurations). Boost/Sprint firmware levels tweaks can cause headaches on other carriers as well, the U1 firmware is the most flexible of the bunch.

so do i need to first get S9 Unlocked from ebay or other third party seller, who will unlock it in Boost database..... then i can change its firmware. Is it?

I thought i don't need to get it unlocked and i can simply change firmware to say "tmobile firmware" to use it with tmobile...

You will need to SIM unlock it first while on Sprint firmware, then you are free to flash whatever firmware suits you best.
