They aren't a new concept, my dad has had one my whole life (so 40 years) at his drafting table .. for architectural blueprint drawing and such.

I wouldn't think this would be ideal for most artwork purposes since it would increase the friction and wear down the paper. I can't really think of another reason why anyone would need this.

I was going to opt for another lazy comment, but that would show my complete ignorance...however I have no clue what an exercise book is.... From the product page, "you can make exercise books or artwork cleaner and more natural."

I believe they are referring to art/drawing exercise books.
