Amazon has Acer Aspire E 15 E5-576-392H 15.6" 1080P Laptop @ $359 with free shipping.
This Laptop comes with Dual Core i3-8130U which is even more powerful than 7th Generation i7-7500u. Good budget daily usage Laptop in my opinion.

My old desktop that I used as my Plex server died last month. Would this be powerful enough to run that to where I can watch things on my phone when I'm out? Trying to find something cheap that will get the job done. I'm using an Acer Veriton N281G right now as it was just laying around at work not being used but it isn't getting the job done.

Yes, this will be sufficient to do that.

I've been out of the plex game for a while but I would think even an ebay 2nd gen i5 special for ~$100 or less would also get the job done Scratchhead

Because 7th Generation U series Processors are all Dual Core in nature. This processor, the Kaby Lake Refresh, even being an i3, has Turbo Boost enabled, first for an i3 and 4MB of Cache, equal to a i7-7500U. Due to better Turbo Boost management, it can maintain its higher clock speed for longer duration. Check the benchmark in Notebookcheck.net.
