It's called timed exclusivity. There is a reason why cod dlc releases a month later on one console.

Yeah, this is what I considered too, but PC has Origin Access so wouldn't be free at the same time there as well?

They have been doing that for several years. The same thing occurs when the dlc is first released. The other poster already explained the logic behind it: money.
