No, and I wouldn't trust a cheap rack like this to not rust in that environment.

I have the other design by the same company and I love them. I had two for spices and then I got one for nail polish and another for acrylic paints. They look good and have held up great for years and even two moves. I prefer the other style but it's currently an add on.

Spices shouldn't be stored on a counter where light can degrade them; look for a product which fits into a cool dark place.

You missed the biggest offender of them all, Kohls. I was at Kohls and picked up a piece a piece of kitchen item that had a Kohls product and list price sticker that was releasing from the package. I, like any other curious SDer gladly peeled it further and found the manufacturers msrp to be less than 50% of Kohls list price.
I asked a sales person why that was she simply took it off my hand and asked me with if I wanted to buy it or not.
But there are still people out there who genuinely believe that buying a item from a big box store at a ridiculous price would make it better than buying same item somewhere cheaper because they may have lesser costs and hence lesser margin.
