What makes it certified? Did HP Certify them to repair Mixed Reality Devices?

For anyone that cares, Seller claims it's refurb from HP. They do not do the work.

Is this headset any good in comparison to others? Can all headsets run the same software?

I have a s8 and gear vs with the controller.. Would this give that much better of an experience/Is the software games that much better?

All WMR (Windows mixed reality) headsets are virtually the same. With some exceptions, notably Samsung's headset. This is a solid purchase at $150. With that said I have the Dell version of this and compared to my oculus rift, you can definitely tell build quality is not on the same level. Controllers started squeaking after a couple weeks, random screen shut off issues and usb 3 problems. However those may be isolated to my headset and the actual VR experience is quite good and nearly as good as my rift. Steam now supports MWR directly and there are a ton of great games and experiences out there.

These are different than Gear VR. Think of it as a Budget Vive/Rift. Most of the headsets have two different performance levels, one for lower spec computers and one for higher spec'd pcs. If you have a dedicated video card and decent PC, this will act more like a Vive/Rift.

depends on the exact specs, It won't work for the more advanced games via steam. But might work more like a Gear VR with youtube experiences etc. See HP's website for requirements.

Out of the VR sets for PC, these ones are the bottom rung. If you have been on the fence about VR being gimmicky then this would be a decent entry point into VR. Even if this mixed reality is on the low end of VR headsets it is way better then your Gear and way more fun due to the motion controls. As for software, most games will run with it. Id take a look at steam to see which games will work with it.

For $150 how could I say no?? I'm personally not ready to drop $450 to get into VR so this is a much better price point to see what the future of VR gaming may hold.

Steam VR support
Beat Saber
Skyrim
Star Trek Bridge Crew

Everything else is gravy!!

It will work but VR games are typically very video card dependent. If your Surface Pro doesn't have a higher end video card, I'm not sure what games you'll be able to play?

For VR, you really need something like an Nvidia GTX 1060 or higher.
