Can I use this in switch board with multiple switches on it?
As long as the switch your replacing is single pole you should be fine. Depending on how many switches you have there and where you are putting the wemo, you may have difficulty finding a plate for your setup.

Is this just for WiFi or can it be used to "move" an existing switch from one place to another?

I've had one for over 3 years. No problems. Great device. Definitely a steal at $25. I bought mine for $40.

Does this require a neutral wire too? My house was built in 2005, probably has it.

The only way you could move a switch using this device is if you also move the word for that switch, cut a new hole in your wall and install a new work box
