Does this draw less power than a full size 1080ti?

Nah, similar power consumption. Only use case is one needs to build a compact system and the case can not fit long or three fan version regular 1080ti. Or for the price.

I can't believe this is considered a deal nowadays. I hope crypto crashes for the tulip mania it is.

Zotac cards tend to run the hottest. Out of all the brands I've had, Zotac is what I associate with lack of quality. Maybe ok I'd your gunna game at max settings for a hour or two. Otherwise either mod a stock card, or get a more reliable card like EVGAs offerings.

The 1180/2080 whatever Nvidia cards are not coming, I think they're still milking the 1080 Ti lineup because AMD is snoring hard on any real competition.

Just look at any ranking of the top brands, EVGA, ASUS, etc and Zotac is always at the bottom.

I think if they did release something people would only see a minor increase in performance, not to 20% plus people were thinking. Then they would get roasted for a small increase. Probably waiting to see how 4k 120hz or more will play out and waiting for the tech to improve.
