Looks like it only discounts the hardware.
No buying sim card or cheap phone just to get the discounted service price.

This particular discount applies to the phone only, not to the plan, too. From time to time, they will have 20-30% discounts that apply to both phones and plans in bundles. Sometimes a better deal, IMO.

What scenario does the discount improve for phone and plan at 30%?

I compared the iPhone SE at $139 plus the $35 plan and the total with discount is $104.50
Doing the same phone and plan with 30% off across everything the total is $122.50

Are the phones currently more expensive than they typically are? What am I missing here?

With less expensive phones especially, a bundle discount makes a better deal. Lots of people will purchase a bundle with a cheaper phone, keep the airtime card and flip the phone on CL or eBay (or keep it as a cheap spare).

For example, $10 phone + $60 two line plan - 50% on the device only is $65 plus taxes. In a 30% bundle, that same scenario is $49 plus taxes (30% off $70).

Of course, the difference shrinks when the phone price goes up.

Most of these recent discounts have been bundles, so if you've been following these, it was exciting to see 50%, assuming it was for a bundle, but disappointing to learn it is device only.

Oh, and given your example, the SE with a $35 plan is near the break-even point... A $174 bundle at 30% off is 104.40, not 122.50.

Phone prices have stayed pretty consistent, too. Cheers!

I never was good with math, but isn't 30 percent of $174 $52.20? And if it is, wouldn't that be 174-52.20= 121.80?
Whereas 50 percent of the phones current price plus the plan is a $69.50 discount...greater an amount than $52.20? As I was saying, I never was too sharp with math....but how does 30% of $174 equal $69.60 in your example? Isn't 30 percent of $200=$60? How does the 30 percent number for a lesser amount ($174 in your example), become a greater discount than mathematically possible? Again, I'm not as math savvy as you appear to be.

I get where if you were buying a 10 dollar phone the broader discount would be best - but for those buying a phone over $100, isn't this the better deal?

Yup, you're right. I magically turned a 30% discount into a 40% discount on my calculator. If only life were that easy.
