Probably not, but it's a fairly ridiculous premise.
The series is about a super powered being that has decided he will destroy the world in a years time. He then takes it upon himself to train a classroom of students on assassination techniques so they'll be able to defeat him and save the world.
But then instead, you see the children grow and learn together, while trying to defeat a yellow octopus creature.

This is a TV series condensed into 90 minutes sort of movie? I can watch this without watching the TV series?

If you don't want to watch all the episodes, but still want to know what happens, I think this is a pretty good deal.
I would definitely recommend watching this. I finished it not too long ago and I really enjoyed it. The character and story development is great and I like the relationship that the students develop with the teacher.

Just FYI, the AC series was actually quite good. I avoided it for a while just because of the description, but finally gave it a try because of the ratings and was pleasantly surprised.

Thought IMO don't bother buying this, unless you're sure you'll want to watch it more than once. Just signup for a free trial from CrunchyRoll, VRV, or similar (HULU?) and stream the series from there. They even have it available to stream right there on funimation.com.

If you really want to enjoy and fully understand the good anime. You shouldn't watch the spoiler.

I figure I'll watch the anime and then in a year or so when I feel like I miss the series I'll watch this movie. I have lots to watch stacked up so if I don't get around to watching the full series, I might give in and watch the movie before then. I have such a bad memory, I'll forget the "spoilers" anyway.
